Proposes an amendment to Article XIII, Section 1 of the Minnesota Constitution to establish all children have a fundamental right to quality public education.

Defines quality public education as education that fully prepares children with skills necessary for participation in the economy, democracy, and society, measured against uniform achievement standards set by the state.

Establishes that ensuring quality public schools is a paramount duty of the state.

Requires submission of the proposed amendment to voters at the 2020 general election with the ballot title "Equal Right to Quality Public Education Amendment."

Preserves existing constitutional language regarding the legislature's duty to establish a general and uniform system of public schools through taxation or other provisions.
