Commissioner of employment and economic development may award grants covering up to 50 percent of capital costs for public infrastructure supporting workforce housing developments in counties and cities outside the metropolitan area.

Grant applicants must demonstrate commitment of nonstate resources (cash or in-kind contributions, including site value) to complete the project, with the commissioner having discretion to award grants based on workforce housing necessity and expected capital investment.

Maximum grant amounts are $20,000 per lot for single-family through four-plex housing and $50,000 per lot for multifamily housing with more than four units, with a $500,000 limit per county or city within two years.

Grants must be cancelled and money returned if a project has not proceeded in a timely manner after five years and is unlikely to be completed; returned grant money is reappropriated for additional grants.

$2,500,000 is appropriated from bond proceeds to the commissioner of employment and economic development for the grant program, with the commissioner of management and budget authorized to sell and issue state bonds up to that amount.
