Appropriates $8,500,000 from bond proceeds fund to the Metropolitan Council for a grant to Three Rivers Park District for Mississippi Gateway Regional Park development.

Funding covers design, engineering, construction, furnishing, and equipping of the park including playground development, pedestrian trails, landscape restoration, habitat restoration, visitor center, classroom space, and site amenities.

Appropriation is contingent upon the commissioner of management and budget determining that $21,500,000 in nonstate funding is committed to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $8,500,000 to provide the appropriated funds in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
