Advisory councils must make written recommendations to community education directors and school boards on use of general community education revenue, with school boards required to hold public testimony on these recommendations.

Adds "mutually beneficial programs or services" including nonschool organization programs that promote both general education and community education goals as an eligible use of general community education revenue.

Changes equipment purchase restrictions from "used exclusively" to "used primarily" in community education programs, allowing up to ten percent of community education revenue for computers, instructional equipment, textbooks, and library books.

School boards may transfer community education reserve account funds to operating capital or building construction accounts for capital and facility needs used primarily by community education programs.

All provisions are effective July 1, 2020.
