Appropriates $3,000,000 in fiscal year 2021 to the commissioner of human services for operating subsidy grants for rural mental health crisis facilities developed under the behavioral health crisis facilities grant program.

Provides up to six grants of up to $500,000 each, distributed monthly to eligible mental health programs operating in bonding-funded facilities under Minnesota Statutes section 245G.011.

Requires grant applicants to submit financial plans documenting requested subsidy amount, proposed duration, monthly operating costs, funding structure, and other materials deemed necessary by the commissioner.

Makes grants available for operating subsidies from July 1, 2020, through June 30, 2023, with recipients required to reconcile finances with the commissioner annually to ensure balanced net operations.

Designates this as a onetime appropriation available until June 30, 2023.
