Amends Laws 2019, First Special Session chapter 7, article 1, section 2, subdivision 3 to increase funding for employment and training programs under Minnesota's workforce development initiatives.

Increases appropriation to Summit Academy OIC from $1,000,000 to $1,500,000 each year from the workforce development fund to expand their contextualized GED, employment placement, and STEM programs.

Maintains total Employment and Training Programs appropriation at $27,209,000 annually ($5,532,000 general fund and $21,677,000 workforce development fund).

Allocates funding across numerous workforce development programs including rural career counseling, women's job training, entrepreneurship centers, job training for formerly incarcerated individuals, youth programs, and services for underserved communities.

Effective the day following final enactment.
