Amends Minnesota Statutes section 119B.13, subdivision 3a, to remove the obsolete date of July 1, 2013 from the accrediting organization application process.

Family child care providers and child care centers with current early childhood development credentials or accreditation receive a 15 percent rate differential above the maximum established rate.

Accrediting organizations must meet specific criteria including standards promoting physical, social, emotional, and cognitive development, positive adult-child interactions, age-appropriate activities, staff qualifications, and family engagement strategies.

Commissioner must annually publish a list of approved accrediting organizations and reassess approvals every two years, with 90-day notice and 15-day family notice required if an organization no longer meets criteria.

Specifies recognized accreditations including the National Association for the Education of Young Children, Council on Accreditation, and several Montessori accrediting organizations.
