Commissioner of public safety shall convene a working group on criminal sexual conduct statutory reform by September 1, 2019, with representatives from prosecuting agencies, crime victim coalitions, judicial branch, public defense, law enforcement, and other interested parties.

Working group must ensure inclusion of marginalized communities and victim and survivor voices in its composition.

Working group shall review and make specific recommendations for substantive and technical amendments to Minnesota Statutes sections 609.341 to 609.3451, 609.3453 to 609.3455, 609.349, 628.26, and related criminal laws.

Commissioner shall file a report detailing the working group's findings and recommendations to the chairs and ranking minority members of the house and senate committees with jurisdiction over public safety and judiciary policy and finance by October 15, 2020.

Appropriation of unspecified amount from the general fund in fiscal year 2020 to the commissioner of public safety to convene, administer, and implement the working group.
