Law enforcement agencies must provide all peace officers with at least 16 continuing education credits during each three-year licensing cycle, including a minimum of 4 hours of crisis intervention and mental illness crisis training.

Crisis intervention training courses must include scenario-based instruction covering de-escalation techniques, mental illness symptoms, suicide prevention, psychotropic medications, substance use disorders, autism spectrum disorder, and techniques for relating to individuals with mental illnesses and diverse communities.

The Peace Officer Standards and Training (POST) Board shall create and maintain a list of approved training entities and courses in consultation with the commissioner of human services and mental health stakeholders, and periodically update the list as appropriate.

Law enforcement agencies must maintain written records documenting training providers, content, scenario-based instruction compliance, evaluations, and fund expenditures, subject to board review and evaluation for effectiveness in reducing officer use of force and diverting people in mental health crises from arrest.

Unspecified appropriations are provided for fiscal year 2021 to the POST Board for reimbursing law enforcement training expenses and administering a pilot project providing tablets and telehealth services to connect officers with county mobile crisis mental health teams, with reporting requirements by September 1, 2021, and January 1, 2022.
