Appropriates $400,000 in fiscal year 2020 and $400,000 in fiscal year 2021 from the general fund to the commissioner of human services for grants to peer-run respite organizations.

Grants must be awarded to peer-run respite organizations located in the Arrowhead Adult Mental Health Region (Carlton, Cook, Itasca, Koochiching, Lake, St. Louis counties and three tribal bands) or the Region V+ Adult Mental Health Initiative (Aitkin, Cass, Crow Wing, Morrison, Todd, Wadena counties and two tribal bands).

Defines peer-run respite organizations as support service centers owned, operated, and administrated by persons with lived experiences of mental health or substance use disorders and based in the community.

Requires grants to supplement, not replace, existing county mental health services and establishes that the commissioner must create requirements including continuum of care standards for grant recipients.

Commissioner of human services must report to the legislature by November 1, 2021, on services provided, facility capacity, cost-savings realized, and other relevant information.
