• Adopts recommendations from the 2020 Workers' Compensation Advisory Council to modernize workers' compensation insurance regulations and procedures in Minnesota.

• Modifies self-insurer funding requirements and security deposit calculations, including establishing minimum common claims fund levels for group self-insurers in existence five years or more (effective January 1, 2021).

• Expands occupational disease presumptions for emergency responders and law enforcement to include infectious/communicable diseases and mental impairment diagnoses (post-traumatic stress disorder).

• Establishes the Claims Access and Management Platform User System (CAMPUS) as the electronic filing system for workers' compensation documents and requires electronic filing of certain reports by insurers and self-insured employers (effective August 31, 2020).

• Makes workers' compensation insurance coverage data publicly available through online inquiries to verify employer insurance status while restricting commercial use of the data.
