• Amends Minnesota Statutes section 256B.0759 to revise provider standards and payment rates for the substance use disorder waiver demonstration project.

• Requires residential providers to obtain licensure under chapters 245F and 245G, maintain formal patient referral arrangements with step-up or step-down care providers per ASAM standards, and offer or facilitate medication-assisted treatment services upon client request.

• Directs the commissioner to publish service components, service standards, and staffing requirements consistent with ASAM standards and federal requirements by October 1, 2020.

• Increases payment rates by 15 percent effective July 1, 2020, for certain substance use disorder services and by 10 percent effective January 1, 2021, for adolescent treatment programs licensed as outpatient providers.

• Requires managed care plans and county-based purchasing plans to reimburse qualifying substance use disorder providers at amounts equal to fee-for-service base rates, effective January 1, 2021, contingent on federal approval.
