Appropriates $250,000 from bond proceeds fund to the commissioner of agriculture for a grant to the Northfield Economic Development Authority for predesign of a poultry processing plant and associated industrial park in Northfield.

Project aims to create new, value-added economic opportunities for local farmers in southeastern Minnesota.

Regenerative Agriculture Alliance may partner with the commissioner of agriculture in developing the predesign for the industrial park.

Requires Regenerative Agriculture Alliance to submit a report by March 1, 2022 to legislative agriculture finance committees on progress, development, and implementation of the project design and market opportunities for local and emerging farmers.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $250,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.
