Creates uniform DUI enforcement across off-road recreational vehicles and motorboats by applying chapter 169A (driving while impaired) standards to operators of these vehicles with same penalties as motor vehicles.

Establishes new section 84.765 prohibiting owners from authorizing operation of off-road recreational vehicles by impaired individuals and subjecting operators to chapter 169A, with violations being misdemeanors.

Creates new section 86B.33 establishing identical prohibitions and penalties for motorboat operation while impaired on state waters.

Extends license revocation, suspension, and cancellation provisions from motor vehicle DUI laws to off-road recreational vehicle and motorboat operating privileges, with commissioner notification requirements.

Requires ignition interlock devices on off-road recreational vehicles and motorboats for program participants, and repeals separate DUI provisions previously specific to snowmobiles, all-terrain vehicles, and motorboats.
