Renames the "Statewide Radio Board" to the "Statewide Emergency Communication Board" (SECB) upon affirmative vote by majority of board members.

Expands the SECB membership to include a representative from the Minnesota Indian Affairs Council as a new voting member.

Changes metropolitan area representation from "nine-county" to "ten-county" for all board positions representing the metro region.

Adds responsibility for statewide coordination of 911 service to the SECB's existing duties for the ARMER (Allied Radio Matrix for Emergency Response) system.

Directs the revisor of statutes to substitute "Statewide Emergency Communication Board" for "Statewide Radio Board" throughout Minnesota Statutes consistent with these changes.
