Amends Minnesota Statutes section 126C.10, subdivision 3, regarding compensatory education revenue allocation in school districts.

Requires 1.7 percent of compensatory revenue for fiscal year 2018, 3.5 percent for fiscal year 2019, and 3.5 percent plus any formula allowance increase for fiscal year 2020 and later to be used for extended time activities or Language Essentials for Teachers of Reading and Spelling (LETRS) training.

Mandates LETRS training be provided to licensed elementary school teachers who have not completed it, with priority given to kindergarten, first grade, second grade, and third grade teachers in that order.

Requires schools to ensure all licensed teachers in the highest priority group complete LETRS training before providing training to the next priority group.

Directs remaining revenue after all K-3 teachers complete LETRS training to be used for comprehensive, scientifically based or evidence-based structured reading instruction to students.
