Establishes a commercial building energy efficiency grant program administered by the Commissioner of Commerce to provide financial assistance to owners of buildings installing cost-effective energy improvements.

Defines eligible improvements as renovations that are permanently affixed to property, reduce energy consumption, and repay their costs within 20 years based on energy savings and estimated future energy prices.

Requires applicants to submit applications on commissioner-developed forms; prioritizes grant awards for cost-effective energy efficiency improvements in multifamily buildings (four or more rental dwelling units).

Limits appropriated funds to grants and reasonable department administration expenses only.

Appropriates $15,000,000 from the general fund for fiscal year 2021, designated as a onetime appropriation available until December 31, 2022.
