Authorizes the City of Northfield to establish a special taxing district to provide fire protection and emergency medical services by resolution of its city council.

Allows contiguous towns and cities to join the district with agreement of existing members, with participating political subdivisions required to enter into an agreement specifying asset and liability distribution upon dissolution.

Grants the district board authority to levy property taxes on real and personal property within the district, with proceeds used for fire protection, emergency medical services, and debt repayment; alternatively allows the board to apportion the levy among members using formulas such as population or service call volume.

Permits the district to incur debt under Minnesota Statutes chapter 475 and to issue certificates of indebtedness or capital notes under section 412.301 for capital equipment purchases.

Allows additional political subdivisions to join the district by board approval and governing body resolution, and permits withdrawal with two years' advance notice, with withdrawing members remaining subject to property tax levies and outstanding debt obligations.
