Authorizes the city of Tracy to establish a special taxing district to provide fire protection and emergency medical services by resolution of its governing body.

Allows contiguous towns and cities to join the district with agreement of existing members; all participants must enter into an agreement specifying liability and asset distribution if the district dissolves.

District is governed by a board composed of elected representatives from each participating political subdivision in proportions set out in the establishing resolution.

Board may levy property taxes on taxable real and personal property within the district or apportion levies among members using formulas such as population, service calls, or cost of service, with proceeds used for fire protection and emergency medical services.

District may incur debt under Minnesota Statutes chapter 475 and issue certificates of indebtedness or capital notes; allows political subdivisions to withdraw with two years' notice but remain subject to property tax levies for two years and to outstanding debt levies until paid or defeased.
