Establishes a school-linked substance abuse grant program administered by the commissioner of human services to provide early identification, intervention, and treatment for secondary school students with substance use disorders.

Limits eligible applicants to entities or individuals licensed under chapter 245G in compliance with specified requirements, or alcohol and drug counselors licensed under chapter 148F.

Authorizes allowable grant activities including identifying and diagnosing substance use disorders, delivering treatment services via telemedicine, supporting families, providing transportation, building school capacity through staff development, and purchasing equipment and services for telemedicine delivery.

Requires grantees to obtain all available third-party reimbursement sources and serve all students regardless of health coverage status or ability to pay, and to provide data for program evaluation.

Appropriates unspecified amount from the general fund in fiscal year 2021 to the commissioner of human services for school-linked substance abuse grants, added to the base budget.
