Amends Minnesota Statutes 2018, section 3.98, subdivision 2, to add requirements for fiscal notes on proposed legislation.

Adds requirement that fiscal notes provide both a dynamic analysis and a static analysis of the bill's fiscal impact.

Fiscal notes must continue to cite dollar amounts, affected statutory provisions, revenue/expenditure changes, absorbable costs, cost assumptions, and long-range implications.

Fiscal notes may comment on technical or mechanical defects in bills but remain prohibited from expressing opinions on the merits of proposals.
