Amends Minnesota Statutes 2018, section 171.12, subdivision 7b to add an exception allowing dissemination of driver's license and Minnesota identification card holder data for replacement Social Security card applications issued by the Social Security Administration.

Maintains existing restrictions prohibiting the commissioner from electronically disseminating data on noncompliant licenses or identification cards outside the state (as of May 19, 2017) or using external validation systems not in use as of that date.

Clarifies that data privacy limitations do not apply when necessary to maintain compliance with the driver's license compact and federal commercial driver's license law, or to perform identity verification for Social Security card replacement applications.

Defines "outside the state" to include federal agencies, states other than Minnesota, interstate organizations, and private entities.

Effective the day following final enactment.
