Appropriates $5,000,000 from the general fund in fiscal year 2020 to the commissioner of health for COVID-19 public health response planning and preparation.

Commissioner must transfer the $5,000,000 to the public health response contingency account under Minnesota Statutes, section 144.4199.

Any unexpended and obligated funds remaining on February 1, 2021, are canceled and must be returned to the general fund by February 15, 2021.

Designates the appropriation as a onetime appropriation that becomes effective the day following final enactment.
