• Expands the definition of "textbook" to include online books with annual subscription costs and teacher materials that accompany pupil materials.

• Adds electronic books and materials delivered electronically to the textbook definition for purposes of calculating nonpublic pupil aid entitlements.

• Reorganizes subdivision 5 requirements for individualized instructional or cooperative learning materials by converting lettered clauses (a), (b), (c) to numbered items (1), (2), (3).

• Replaces the term "clause" with "paragraph" throughout sections 123B.41 and 123B.42 to delete obsolete language and modernize statutory references.

• All amendments take effect the day following final enactment.
