Creates a new adult diploma program allowing school districts and adult basic education providers to develop programs for individuals ages 18-26 to earn a standard adult high school diploma.

Permits adult diploma program participants to enroll in postsecondary courses, including developmental college courses, with a defined pathway to earn a postsecondary degree or credential.

Requires adult diploma programs to be offered year-round to the extent practicable and may incorporate experiential learning with employers, occupational certificates, industry-recognized credentials, and apprenticeship programs.

Amends enrollment priority rules to allow secondary students in adult diploma programs to enroll in remedial and developmental postsecondary courses that would otherwise be prohibited under postsecondary enrollment options.

Appropriates funds from the general fund to the Department of Education for grants to adult diploma program providers, effective for fiscal year 2021 and later, with appropriations available until June 30, 2023.
