Amends Minnesota Statutes 2018, section 116L.665, subdivision 2, to modify the membership composition of the governor's Workforce Development Board.

Moves four education officials (chancellor of Minnesota State Colleges and Universities, president of University of Minnesota, president from private postsecondary school, and representative of career and technical education) from nonvoting members to voting members of the board.

Maintains requirement that a majority of board members come from the private sector in compliance with federal law (U.S. Code, title 29, section 3111).

Specifies that board members serve three-year terms beginning January 1 or July 1 following their appointment, and elected officials forfeit their appointment if they cease serving in elected office.

Requires board membership to be balanced as to gender and ethnic diversity to the extent practicable, and prohibits individuals from serving in more than one membership category.
