Adds permanent installation of new or upgraded electrical circuits and related equipment to enable electrical vehicle charging as a cost-effective energy improvement under the property assessed clean energy program.

Adds solar voltaic or solar thermal energy systems that repay purchase and installation costs in 20 years or less as cost-effective energy improvements.

Expands the definition of cost-effective improvements to include improvements to qualifying farmland that are permanent in nature, result in improved agricultural productivity or resiliency, and reduce environmental impact.

Expands the definition of qualifying commercial real property to include farmland and allows assessment based on energy audits, renewable energy system feasibility studies, or agronomic assessments.
