Establishes automatic voter registration for individuals applying for Minnesota driver's licenses, instruction permits, or identification cards if they are eligible to vote under section 201.014, unless they decline registration.

Extends automatic voter registration to applicants for medical assistance, MinnesotaCare, food support, economic assistance, and child care assistance through the Department of Human Services.

Includes automatic voter registration for Minnesota residents purchasing hunting and fishing licenses online from the Department of Natural Resources.

Requires the Department of Public Safety to transmit applicant information daily (changed from weekly) to the secretary of state, and authorizes other state agencies to amend forms to serve as voter registration applications in consultation with the secretary of state.

Requires department and secretary of state certification that systems have been tested and can accurately determine voter eligibility before automatic registration begins, with implementation costs absorbed by the secretary of state using existing appropriations.
