Commissioner must issue special license plates to registered owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational vehicles who are recognized as honorary consular officials appointed by their respective government and provide a letter from the Minnesota Consular Corps

Applicants must pay the standard special plate fee under section 168.12, subdivision 5, plus registration tax and any other required fees

Plate design includes an emblem and "Honorary Consul" inscription, with registration numbers containing the International Olympic Committee three-letter country code for the represented country followed by the lowest available sequential number

Special plates may be transferred to another qualifying vehicle registered to the same individual upon application and payment of a $5 transfer fee

Plates must be returned to the commissioner if they are no longer in use or if the person is no longer recognized as an honorary consular official by the appointing government; provision is effective the day following final enactment
