Amends Minnesota Statutes section 126C.44 to authorize safe schools aid of $5 per pupil enrolled at each school site on October 1 of the previous school year for school districts, charter schools, and cooperative units.

Establishes maximum safe schools levy of $36 multiplied by the district's adjusted pupil units for the school year, with revenue reserved for nine specified purposes including peace officer/sheriff salaries, drug abuse prevention programs, gang resistance education, security, mental health services, and facility security enhancements.

Requires districts to initially attempt contracting with local police departments or county sheriff's departments for peace officer services, with authority to contract elsewhere if local agencies decline.

Permits member districts of intermediate school districts to include safe schools activity costs up to $15 times adjusted pupil units, with revenue transferred to the intermediate school district.

Appropriates unspecified general fund amount to the Department of Education for safe schools aid for fiscal year 2021 and later, effective for revenue in fiscal year 2021 and thereafter.
