Appropriates $822,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Rockville for improvements to Rausch Lake Road, 220th Street, and 88th Avenue.

Grant funds may be used for land acquisition, predesign, design, construction, furnishing, and equipment of the road improvements.

Appropriation becomes available only when the commissioner of management and budget confirms that at least $270,000 in nonstate funding has been committed to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $822,000 to fund the appropriation, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
