Authorizes the governor to declare a peacetime emergency for a "public health emergency" involving pandemic influenza or communicable disease outbreaks that require evacuation, relocation of patients to temporary facilities, or pose probability of large numbers of deaths, serious injuries, or long-term disabilities.

Allows peacetime emergency declarations for public health emergencies to be extended by the Legislative Advisory Commission for up to 90 days, rather than the standard 30-day limit for other emergencies.

Creates a health care response revolving account in the special revenue fund from which the Commissioner of Health can issue no-interest or low-interest loans to health care providers, clinics, facilities, and health systems for costs related to planning for, preparing for, or responding to communicable disease outbreaks.

Permits loans to be used for staffing, staff training and coordination, purchasing protective supplies and equipment, developing screening procedures, and patient isolation.

Transfers unspecified amount from the general fund to the health care response revolving account for the loan program.
