Modifies the 2019 appropriation for Agriculture, Bioenergy, and Bioproduct Advancement, increasing total funding from $23,653,000 to $23,654,000.

Allocates $9,300,000 each year for agriculture research, education, extension, and technology transfer, including $600,000 annually for the Minnesota Agricultural Experiment Station's rapid response fund and $2,000,000 annually for agricultural education grants.

Appropriates $14,353,000 the first year and $14,354,000 the second year for the agricultural growth, research, and innovation program supporting livestock operations, farm-to-school markets, value-added agriculture, urban agriculture, renewable energy, and crop research.

Provides specific one-time allocations including up to $5,000,000 the first year for Dairy Assistance, Investment, Relief Initiative (DAIRI) grants to dairy farmers enrolling in federal dairy margin coverage, and up to $5,000,000 the second year for soybean processing research at the Ag Innovation Campus.

Distributes $1,000,000 annually to county fairs and $2,500,000 annually for incentive payments under existing statutes, with base funding of $14,693,000 set for fiscal years 2022 and 2023.
