Requires municipal clerks, school district clerks, and county auditors to designate election judges to deliver absentee ballots to eligible voters in health care facilities and hospitals located in the voter's municipality of residence.

Mandates that ballots be delivered by two election judges affiliated with different major political parties who must travel together and both be present when voters complete eligibility certificates and mark ballots.

Requires election judges to deposit marked absentee ballots in sealed containers and return them to the clerk on the same day they are delivered and marked.

Permits clerks and auditors to deliver absentee ballots using the same procedures to veterans homes operated by the Minnesota Veterans Homes Board of Directors and shelters for battered women, at their discretion.
