$5,250,000 appropriated from bond proceeds fund to the commissioner of public safety for a grant to the city of Marshall for MERIT Center (Minnesota Emergency Response and Industrial Training Center) improvements.

Funded improvements include a 50-yard and 300-yard firearms range, firearms support buildings, a live burn buildout structure, a roundabout with city street sections, and storm sewer infrastructure as outlined in Phase 3 of the Master Development Plan.

Commissioner of management and budget authorized to sell and issue state bonds up to $5,250,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
