Removes the exemption allowing postsecondary institutions to recruit secondary pupils in large school districts on financial grounds, effective after the 2019-2020 school year; institutions may now recruit only on educational and programmatic grounds.

Requires postsecondary institutions to enroll qualified veteran students in the same courses as secondary pupils when the institution's enrollment timelines were not practicable for the veteran.

Requires school districts to adopt equal grade point policies for concurrent enrollment courses and other postsecondary enrollment option courses from the same postsecondary institution.

Requires school districts to annually publish on their website a list of courses for which students may earn weighted grades.

Allows secondary pupils to enroll in online postsecondary courses consistent with the institution's existing policies for postsecondary student online enrollment.
