Increases safe schools revenue per pupil unit from $36 to $51 for fiscal year 2021 and later, consisting of a $36 initial levy/aid and $15 cooperative levy/aid for intermediate school district members.

Expands safe schools revenue uses to include public announcement systems, emergency communications devices, equipment related to violence prevention and facility security, school-linked mental health services delivered by telemedicine, and cybersecurity enhancements.

Allows school districts to use safe schools revenue by board resolution to transfer money into debt redemption funds to pay principal and interest on bonds issued for facility security improvements.

Requires the commissioner of education to deliver an annual report to legislative committees by January 15 detailing district-level expenditures of safe schools revenue for each authorized purpose.

Adds safe schools revenue as a permitted use of bond proceeds under section 123B.61 for equipment purchases related to violence prevention and facility security.
