HF 4339 Summary

• Metropolitan Council may offer free transit passes to political subdivisions and organizations providing direct social services, social services outreach, or referrals for homelessness, mental health, and chemical dependency services.

• Passes may only be used while the person is performing social services for individuals using the transit system.

• Pilot program authority expires the later of one year after the council commences offering passes or December 31, 2020.

• Metropolitan Council must submit a report by December 31, 2021, to relevant legislative committees and the Legislative Commission on Metropolitan Government, including program overview, review of social services activity and effectiveness, and recommendations on continuing the passes.

• Effective immediately upon enactment and applies in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
