Commissioner must conduct an investigation before revoking an individual's access to the driver and vehicle services information system if there is reason to believe they willfully violated state or federal law regarding data entry, access, or dissemination.

Individual under investigation must receive notice and be provided an opportunity to participate in the investigation.

Individual whose authorization is revoked may initiate a contested case proceeding under chapter 14 within 60 days and is entitled to judicial review under sections 14.63 to 14.68.

If investigation shows unauthorized access to data, the commissioner must forward the matter to the appropriate prosecuting authority for prosecution.

Commissioner must arrange for an independent biennial audit of the driver and vehicle services information system and submit audit results to designated legislative committees and the Legislative Commission on Data Practices and Personal Data Privacy within 30 days of completion.
