Appropriates unspecified funding from the general fund in fiscal year 2021 to the Board of Water and Soil Resources to prepare a feasibility study on voluntarily merging soil and water conservation districts and watershed districts.

Requires the board to consult with soil and water conservation districts, watershed districts, and other local units of government when preparing the study, limited to districts that have completed a plan under Minnesota Statutes, section 103B.801.

Mandates the board submit a report by January 15, 2022 to relevant house and senate committee chairs and ranking minority members on environment and natural resources policy and finance, including the study and recommendations for legislation needed for implementation.

Designates this as a one-time appropriation available until June 30, 2022.
