Establishes discipline procedures for local correctional officers by creating Minnesota Statutes section 641.061, applying to local correctional authorities.

Requires written complaints signed by supervisor to be provided to officers at least three days before formal statements, with exclusive representative notification (but not complaint details without officer consent).

Grants officers rights during formal statements including presence of union representative and/or attorney, complete electronic recording of sessions, and copies of investigative reports and witness statements.

Prohibits requiring officers to disclose personal financial records without valid search warrant or subpoena, and restricts public release of officer photographs without written permission.

Protects officers from retaliation for exercising rights under the act and preserves all existing rights under collective bargaining agreements and other applicable laws.
