Requires the state to reimburse counties for jail inmate medical services costs through a new subdivision 4a of Minnesota Statutes section 641.15.

Counties receive annual state payments covering the total cost of inmate medical services minus reimbursements and co-payments from inmates, government entities, and health or medical insurers.

Counties must certify their unreimbursed jail inmate medical expenses to the commissioner of corrections by August 1 each year to receive state reimbursement.

Maintains existing provisions requiring medical providers to charge no more than maximum allowed medical assistance payment rates and allowing counties to pursue subrogation rights against private insurance carriers.

Clarifies that counties may not pursue subrogation rights against the medical assistance program.
