Appropriates $5,200,000 in fiscal year 2021 from the renewable development account to the commissioner of commerce for a grant to the University of Minnesota Board of Regents, West Central Research and Outreach Center.

Funds a project installation in Minnesota to develop and advance energy storage systems utilizing hydrogen and ammonia production from renewable and other clean energy sources.

Appropriation is contingent upon the commissioner of commerce certifying that a United States Department of Energy Advanced Research Projects Agency-Energy project award equal to or greater than $5,200,000 has been committed to the project.

Designated as a onetime appropriation with any unexpended funds required to be returned to the renewable development account by June 30, 2022.
