Amends Minnesota Statutes section 85.053, subdivision 7, to expand eligibility for special discounted state park permits for disabled persons.

Qualifies physically disabled persons with motor vehicles displaying disability plates or possessing a permanent disability certificate, with proof of vehicle ownership or lease.

Qualifies physically disabled persons who do not own or operate a motor vehicle, possess a certified disability statement, and apply to the commissioner in writing.

Qualifies permanently disabled persons receiving disability payments for a permanent disability or possessing a federal interagency access pass for people with permanent disabilities.

Permits and decals issued under this subdivision are valid only when displayed on a vehicle owned and occupied by the permit holder.
