Increases the Explore Minnesota Tourism Council from up to 28 voting members to up to 32 voting members appointed by the governor for four-year terms.

Expands tourism business representation from six to nine representatives, adding outdoor recreation, sports, and arts and culture to the categories of transportation, retail, travel agencies, tour operators, travel media, and convention facilities.

Adds a Native American community representative as a voting member of the council.

Redesignates the ex officio nonvoting members section from subsection (5) to (6) and renumbers subsequent legislator and governor-designated sections accordingly.
