Establishes state certification process for certified community behavioral health clinics (CCBHCs) that must comply with federal CCBHC criteria and provide comprehensive behavioral health services including crisis management, screening, assessment, treatment planning, and peer support services.

Requires CCBHCs to employ diverse clinical staff (licensed mental health professionals and alcohol/drug counselors), offer services 24 hours daily with sliding fee scales, and coordinate care across multiple health and community service providers.

Allows clinics lacking certain required services to achieve CCBHC certification through contracts with designated collaborating organizations or approved referral arrangements if federal requirements are met.

Establishes prospective payment system for CCBHC services under medical assistance with no county share, including quality bonus payments, rate rebasing every three years, and 60-day appeals process.

Permits CCBHCs to request rate modifications based on changes in service scope of 2.5 percent or more upon federal approval, and requires managed care and county-based purchasing plans to reimburse CCBHCs at the prospective payment rate.
