• Expands the definition of "provider" to include individuals and child care facilities operating under federal government jurisdiction, effective July 1, 2020.

• Changes maximum child care assistance reimbursement rates from the 2011 rate survey to the most recent rate survey, with the first update based on the 2018 survey taking effect September 21, 2020.

• Updates maximum registration fees using the same methodology as reimbursement rates, based on the 25th percentile of the most recent rate survey, with the first update effective September 21, 2020.

• Directs the commissioner of human services to allocate additional basic sliding fee child care funds for calendar year 2021 to counties based on relative need, considering number of children, provider type, age of children, and amount of rate increases.

• Prohibits child care providers from charging activity fees or additional amounts above maximum rates for care during nonstandard hours for families receiving assistance.
