Establishes a political contribution voucher program where the Secretary of State issues $100 vouchers annually to all active registered voters, redeemable by qualified candidates and political parties who have signed spending limit agreements.

Vouchers are non-transferable, have no cash value, and must be assigned by November 30 and redeemed by December 31 of the year issued; the Campaign Finance and Public Disclosure Board must verify eligibility and distribute contributions at least twice monthly.

Repeals the existing political contribution refund program under section 290.06, subdivision 23, but allows refunds for 2020 contributions claimed by April 15, 2021; no new refund receipts may be issued after December 31, 2020.

Qualifies major and minor political parties and candidates seeking offices with voluntary spending limits who have registered principal campaign committees and signed expenditure limit agreements; candidates lose qualification if they fail to advance past a primary or violate spending limits.

Takes effect January 1, 2021, with appropriations from the general fund for voucher redemption and distribution; authorizes the Campaign Finance and Public Disclosure Board to begin rulemaking July 1, 2020.
