Defines "pupil withdrawal agreement" as a verbal or written agreement between a school or district administrator and a pupil's parent or guardian to withdraw the pupil from a school district to avoid expulsion or exclusion dismissal proceedings.

Prohibits school boards and school administrators from entering into pupil withdrawal agreements for the purpose of avoiding exclusion or expulsion proceedings.

Amends Minnesota Statutes 2018, sections 121A.41 and 121A.47 by adding new subdivisions.
