Prohibits funding for state-sponsored health programs administered by the commissioner of human services from being used to fund abortions, except to the extent necessary for continued federal program participation.

Applies the abortion definition from Minnesota Statutes, section 144.343, subdivision 3.

Includes a severability clause declaring that if any provision is found unconstitutional, the remaining sections shall remain effective and the legislature intends the bill to be passed regardless of constitutional challenges.
